Is Manipur open for tourists right now?

Short answer: yes, with normal preparation. Flights land at Imphal daily, the Inner Line Permit is issued online in a day or two, hotels and markets in the valley operate normally, and the main tourist circuits — Imphal's heritage sites, Loktak and Moirang, Ukhrul and Shirui — receive travellers.
