Every Indian citizen who is not a domicile of Manipur needs an Inner Line Permit to enter the state. The ILP system has applied to Manipur since 1 January 2020. Foreign nationals do not use the ILP system — separate rules apply (see below).
Pick the permit type
There are four categories: Temporary (what most tourists need), Regular, Special, and Labour. Validity periods and fees are set by the state — confirm the current figures on the official portal before you apply.
Gather documents
You will typically need a government photo ID (Aadhaar, passport, voter ID or driving licence) and a passport-size photograph. Exact requirements are listed on the official portal at the time of application.
Apply online
Apply at the official portal, https://manipurilponline.mn.gov.in. The permit is issued electronically — keep a copy on your phone and, ideally, a printout.
Or get it on arrival
ILP counters have operated at Imphal's Bir Tikendrajit International Airport and at road entry points such as Mao gate and Jiribam. Availability can change — applying online in advance is the safer option.
Carry it while you travel
Keep the permit with you throughout the trip and note its validity. Overstaying an ILP is an offence; extensions are handled through the same system.
Foreign nationals
PAP / RAP basicsThe ILP does not apply to foreign passport holders. Manipur has generally been open to foreign tourists without a Protected Area Permit under a relaxation that the Government of India renews periodically.
Exceptions: citizens of certain countries — including China, Pakistan and Afghanistan — require prior approval from the Ministry of Home Affairs. Registration with the local Foreigners Registration Office after arriving in Manipur has also been required.

- Do Indian tourists need a permit to visit Manipur?
